Style and following the amendment, two more amendments were

present, it would appear that the "purpose or purposes of

which" refers to revenue rather than appropriations which is

what is intended. The amendment would make the sentence

read, "The budget law and all supplementary appropriation
|
|

|
laws shall be limited to the subject of budget appropria-
|

tions," their purpose and purposes and the requisite revenue.

it. It is merely a clarification of the intention of the

Committee, as was said before. In enacting this exception

in for supplementary appropriation laws we are trying to

avoid the difficulty that arose in the Panitz case, and I
|
|

|
think as a result of conferring with Delegate Case who
|
|

|
offered the original amendment that we have now clarified
|
|
18
|
it and the language is not ambiguous as it previously was.
