THE PRESIDENT: The purpose of the amendment is

to make abundantly clear what is thought to be implicit, "a

gift of assets may be authorized by an affirmative vote"

means by a law enacted by the affirmative vote, and in the

10

closing part of the sentence, "whether a gift of credit or

11

loan of credit," is intended to mean a law authorizing a gift

12

or loan of assets or credit.
