Marylanders of this generation and of many, many generations

While we could not possibly satisfy all Mary-
|
|
4
|
landers in every respect with a single document, we have
|
|
5
|
produced in my opinion a sound Constitution which will
|
|
6
|
satisfy a majority of Marylanders on most points. The
|
|
7
|
document was carefully conceived and required hours of
|
|
8
|
patient deliberation. It is a blend of the variety of
|
|
9
|
viewpoints and experiences represented at this Convention.
|
|

I feel confident as I express my wholehearted approval for
|
|
11
|
this Constitution, with my signature, that a vast majority
|
|
12
|
of Maryland citizens this May 14 will likewise approve this
|
|
13
|
document with their votes.

It is fitting that the drafting and signing of
|
|
15
|
this new State charter should take place in Maryland's
|
|
16
|
historic State House. Over 180 years ago the Old Senate
|
|
17
|
Chamber witnessed the signing of another historic document,
|
|
18
|
the Peace of Paris, which ended the Revolution and gave the
|
|
19
|
thirteen colonies their independence. A few years later
|
|
20
|
from this State House the Annapolis Convention issued the
|
|
21
|
call to the states which led to the framing of the United
|
