States Constitution.

Maryland was a leader in the formation of the

3

government of the United States. In keeping with this

4

tradition of leadership, Maryland today is in the forefront

5

of a movement to improve our state governments by rewriting

6

the antiquated constitutions which are hampering the

7

ability of our states to tackle effectively the problems

8

of this century. Many states are watching us closely for

9

encouragement in their own efforts to redraft their inade-

10

quate state charters.

Within a few hours our work here will be com-

12

pleted, and for my part I am persuaded that we have produced

13

a good, sound, reasonable basic law for the people of

14

Maryland. Ah yes, I have had some doubts about parts, as

15

I suspect most — if not all — of you have.

16

But when I am assailed by these doubts, as I

17

have been a few times, I am reminded of a moving and drama-

18

tic event that occurred in the early years of our Republic.

19

It was in Philadelphia in 1787, and a little

20

band of statesmen had just completed, much as we have now,

21

a final draft of a document — a document that later was
