1866.] OF THE HOUSE OF DELEGATES. 333 of this State will deal with the sympathizers here as the loyal men of the North, by their representatives in Congress, deal with the traitors at the South, and that we will de- fend and maintain the Registry Law of this State until the permanent safety of the Republic is forever guaranteed and secured. Resolved, That this Convention endorses the course of the Baltimore American in opposing a repeal or modification of the Registry Law at this time, and it, together with the loyal press of this State, is entitled to the thanks of all the friends of the Union. Resolved, That the course of our Senators and Delegates from Baltimore city in the General Assembly, so far as relates to their opposition to the repeal of the Registry Law, meets our most cordial approbation. Resolved, That this Convention expresses its confidence that Andrew Johnson, President of the United States, and the two Houses of Congress will be able to labor together to secure the loyal people of the country against a substitu- tion of rebel political power to control the Government, for the armed efforts to overthrow it. Resolved, That this Convention approves the course of His Excellency Governor Thomas Swann, in opposing the repeal of the Registrg Law, and that this Convention give him as- surance of their support in enforcing the Constitution in its righteous discrimination against the unfaithful citizens of this State. Resolved, That this Convention highly approves of the bill now before the General Assembly for the raising of vol- unteer militia companies of the returned soldiers of the Union Army, and that the attempt of the disloyal press to stigma- tize the bill as an unconstitutional raising of standing armies is transparently fallacious, and shows only that the measure is well deserved, and worthy the support of all loyal men. Resolved, That this Convention approves the votes of Hon. Francis Thomas and Hon. John L. Thomas, Jr., our repre- sentatives in Congress, on the Constitutional Amendment excluding the disfranchised classes in the South from form- ing part of the basis of representation, and thus securing a safe guarantee against future danger, and that we disapprove of the vote of the Hon. Chas. E. Phelps on that Amend- ment. |
