The question then recurring upon the motion of Mr. Neil-
son it was sustained, and the House adjourned until ten
o'clock to-morrow morning.

TUESDAY, March 19th, 1867.

The House met and was opened with prayer by the Rev.
Mr. Hammond.
Present at the call of the roll the following members :

Messrs. Miller, Speaker, Morgan, Beck, Welch, Hall,
Clarke, Cameron, Ford, Shipley, Davis, of Charles, Jump,
Jones, Parsons, Phelps, Kerr, Evans, Golibart, Whitaker,
Lindsey, Magruder, Calvert, Rouzer, Baker, Linthicum,
Gorsuch, Sterner, Bamford, Appleman, Tobey, Hoffhine,
Bishop, Turner, Coleman, Neilson, Smith, Robson, Hooper,
Israel, Knott, Lankford, Stevens, ;Kraft, Boswell, Thomson,
Davis, of Baltimore city, Waltemeyer, Feig, Bixler, Pitta,
Gordy, Nelson, Wilson, Spicer, Bruce, Devecmon, Brydon,
Benton, Dawson—58.

The Journal of Saturday was read and approved.
Mr. Whitaker offered the following :

HOUSE OF DELEGATES,

March 18, 1867.

The undersigned, members of the House of Delegates of
Maryland, offer their protest to the House, which protest they
respectfully ask, may be entered upon the Journal, against
the enactment of the so-called Cecil and Harford Counties
Boom Bill, as an evident misnomer; when it is known
that it was finally opposed by every member of this House
from each of said counties, and they upon a request by a
vote of this House that said bill be returned from the Senate
for amendment and correction.

And they enter this their protest with leave of this House
for the reason that power is by the said bill given to the
Corporation, which is one merely and entirely private, to
condemn the land of citizens along the shores of the 8ns-
quehanna river and the head waters of the Chesapeake Bay,
bestowing upon it the power to occupy, possess and own the
real estate of said citizens, to their entire exclusion, from the
waters of the head of the Chesapeake and the Susquehanna,
and to exclude them from all their rights and privileges
