the neessary ground for a dwelling and out-houses for the keeper
thereof, upon Alliance or Fayette-street, and Concord street, in
the said town, and to execute a good and sufficient deed for
such ground, conveying all the right, title and interest, of the
said commissioners, as such, and in and to the said ground,
provided the ground so sold atid conveyed shall not exceed one
acre.

 

SEC. 2. And be it enacted, That Paca Smith, of Harford
county, George Davidson, of Cecil county, and Thomas Tenant,
of the city of Baltimore, in the event of the United States, or
its officer, failing to purchase a site or sites as aforesaid from
the said commissioners, or a majority of them, be and they are
hereby appointed commissioners to ascertain and fix a fair value
upon any site or sites which may be selected, at or near Point
Concord, by any authorized agent of the United States, for the
purpose of establishing a light-house, a house for the keeper to
live in, and a garden spot thereon, with a power to said com-
missioners to fill vacancies in their body, to fix and determine
the value of the land required by the agent of the United States
for the aforesaid object; and they, or a majority of said com-
missioners, shall be and are hereby authorized, after they have
given thirty days notice in two of the most convenient news-
papers, to value and appraise said land, taking into considera-
tion the advantages and disadvantages to the proprietor or pro-
prietors, attendant upon the establishment of a light-house as
aforesaid, on the land aforesaid, and including in said valuation
a reasonable allowance for the use and privilege of a road from
the said land, through the lands of any proprietor or proprietors,
if any such road shall be deemed or found necessary ; and the
decision of a majority of the commissioners aforesaid shall be
considered conclusive and final between the parties, unless an
appeal shall thereafter be prosecuted as is herein after provided;
and the value of the land, together with the right of way thereto
as aforesaid, being paid, or offered to be paid, to the said com-
missioners, or to the proprietor or proprietors thereof, the United
States shall thenceforward be considered the true and lawful
owners of the said land, and of the said right and privileges of

said commissioners, or the owner or owners of the said land,
and of the said road, so as aforesaid valued, his, her or their
guardian or guardians, husband or husbands, shall conceive
him, her or themselves, aggrieved by such valuation of com-
missioners, and shall notify to the said commissioners the same
in writing, it shall and may be lawful for said commissioners, or
a majority of them, to issue their warrant to the sheriff of
Harford county, commanding him to summon twelve free-
