So two-thirds of all the Senators elected not having voted
in the affirmative,

Said bill was not read the third time.
Mr. Maddox moved that said bill be laid upon the table.
Mr. Fields called for the yeas and nays.
On the question being put,
It was determined in the negative.

Mr. Compton moved a reconsideration of the section which
fixed the salary of the Journal Clerk of the Senate at five
dollars per day.

On the question being put it,
It was. determined in the affirmative.
Mr. Compton submitted the following amendment :

Amend bystriking out the word "five" where it applies to
the Journal Clerk, and substitute eight.

Which was read and adopted.

Mr. Fields, from the Committee on the Library submitted
the following
REPORT.

To the Honorable the Senate of Maryland:

The Committee upon the Library respectfully report, that
all the items of expenditure, connected with the Library,
have been made by the officer in charge thereof, in conformity
with the law and usage appertaining to said department, and
in view of the action already taken by the General Assembly,
at its present session, to augment the fund connected there-
with, they have not deemed a more extended report necessary.
A special report thereof, and the suggestions therein set forth
