paying the sums levied as aforesaid, shall pay
over the balance, if any, to the owner of said pro-
perty.

Execute deed.

Sec. 25. And be it enacted. That the Mayor and
Councilmen, or the Mayor and a majority of the
Council, shall execute and deliver to the purchaser
a deed of the property sold, with the seal of the
town affixed, and the said deed shall convey to
the purchaser the property sold.

Time for col-
lection.

Sec. 26. And be it enacted, That the bailiff of
said town may make all collections required of him
at any time within the year for which he was ap-
pointed bailiff.

Supervisor.

Sec. 27. And be it enacted, That the Mayor and
Councilmen may appoint a Supervisor or Super-
visors of the streets, lanes and alleys of said town,
and direct in what manner the same shall be kept
up and repaired, and may allow such Supervisor
such compensation for his services as they may
deem reasonable.

Bailiff to pre-
serve order.

Sec. 28. And be it enacted, That the bailiff of
said town shall attend the meetings of the Mayor
and Councilmen when required, and perform such
services as they shall direct; shall prevent the
tumultuous and irregular meetings of dissolute
and disorderly persons within said town and dis-
perse them, when assembled, by lawful means, and
they shall be held amenable to such penalties as
shall be prescribed by the Mayor and Councilmen.

Fees.

Sec. 29. And be it enacted, That the said bailiff
shall have the same power and receive the same
fees as constable in Allegany County, for making
arrests or serving any process for violation of the
ordinances of the town, or in the discharge of his
duties as bailiff.

Penalties re-
covered.

Sec. 30. And be it enacted, That all fines, pen-
alties and forfeitures imposed by this charter, or
any ordinance of said town, may be recovered in
the name of the Mayor and Councilmen of Frost-
burg before the Mayor or any Justice of the Peace
as small debts, and shall be paid to the Mayor and
Councilmen for the use of the town.

Sec. 31. And be it enacted, That the Mayor and
Councilmen of the Town of Frostburg shall have
power to require license from all circuses, menage-
