NEGATIVE—None Said bill was then returned to the House of Delegates. Mr. Compton, from the Committee on Education, reported favorably on The House bill relating to a general system of Education. Which was read the second time. The Senate bill entitled an Act relating to Licenses, Was read the third time and failed to pass, for want of a Constitutional majority, as follows: AFFIRMATIVE. Messrs. President, Miller, Carroll, Spates, Crawford, Sellman, Claggett, Spencer, Henry, Wilson, Longwell, Williams—12. NEGATIVE. Messrs. Blake, Jump, Compton, Stephenson, Downs, Steiner, Fields, Timmons—8. Said bill was then sent to the House of Delegates. Mr. Miller submitted the following message : BY THE SENATE, March 29, 1872. Gentlemen of the House of Delegates : We have received your message, proposing the appoint- ment of a Joint Committee of Conference, to consit of two on the part of the Senate, and three on the part of the House of Delegates, to consider and report upon the amendments open the bill entitled an Act to transfer the sum of money appro- priated by chapter 383, section 1, Acts of the General Assem- bly of 1870, to the Elkton and Massey's Railroad Company, |
