same with amendments be, and the same is hereby

 

repealed, and the following sections are hereby en-

 

acted in lieu thereof.

 

SEC. 2. And be it enacted, That the repeal of the

 

act hereinbefore mentioned, or any part of it, shall

 

not effect or invalidate in any way any proceedings
