97. Neither sections 1 to 97 nor any provisions or part thereof
shall be deemed to be repealed, altered or amended by any statute
passed by the legislature, unless such statute explicitly refers to this
article as the militia law, or by its other titles, as part of the general
laws of the State, and explicitly repeals, alters or amends the same or
some part thereof.
Battle-Flags of Maryland Regiments During the Civil War.

98. The governor is authorized and directed to appoint a commis-
sion composed of four citizens of Maryland who shall have served with
honor and credit, either in the army or navy, during the late civil war,
1861-65—two of said commission to be selected from those who fought
with distinction on behalf of the union, and two to be selected from
those who fought with distinction on behalf of the south—whose duty
it shall be to erect in the state library, or other suitable and conspicu-
ous room at the state capitol, suitable cases, to be composed of metal
and plate glass, of sufficient capacity to receive the various battle-flags,
with their staff, carried by Maryland organizations of infantry, cavalry
and artillery during said civil war, and to be so arranged that proper
metal cards, with letters not less than one inch in height can be placed
to show the number of the battalion, regiment or battery to whom said
battle-flags belonged, as well as inscriptions on streamers appended to
the standards, showing the various engagements in which the flag was
carried.

99. It shall be the duty of the commission, after the completion of
said cases and their approval by the governor, to apply to the organiza-
tions who have the custody of the said Maryland battle-flags in the
name and in behalf of the State, requesting the delivery of said bat-
tle-flags to the State for safe keeping and preservation as long as the
commonwealth exists.

100. The said flags when so delivered to the commission shall be
carefully taken down, wrapped, packed and transported to the capital
of the State, thence unpacked, carefully cleaned, as far as practicable,
and erected in said cases, properly inscribed, etc., as directed in sec-
tion 98.
