629G. The State Board of Prison Control is authorized from time
to time to make all purchases and to do all things which may be neces-
sary and proper to maintain a State farm as aforesaid, provided the
same be established, and shall have power to sell and dispose of all the
products of such farm at such prices and on such terms as said Board
may deem proper.

629H. All expenses and disbursements authorized by sections 629A
to 629J, shall be paid out of any moneys in the Treasury available
therefor and not otherwise appropriated, or out of any moneys appro-
priated for such purposes; in the latter event, such payments to be
made, from time to time, on the order of the Executive Committee of
the Maryland Council of Defense, by and with the sanction and approval
of the Governor, such orders to be directed to the Comptroller, who
shall draw his warrant upon the Treasurer for the amount thereof as in
law provided.

629 I. All laws or parts of law which require any permits or impose
any restrictions or conditions of any kind upon the establishment or
maintenance of farms for prison labor in any county or counties of
this State, are hereby repealed to the extent that the same apply or could
be construed to apply to the farm for prison labor authorized by sections
629A to 629J.

629J. Neither the provisions of this Act nor of Chapter 556 of the
Acts of the General Assembly of Maryland of 1916 shall apply to the
Baltimore City Jail.*

630. The said Board shall establish and maintain a system of labor
for prisoners to supersede the present system of contract labor in the
Maryland Penitentiary and the Maryland House of Correction, as soon
as it shall deem the same expedient and proper; and the Board is hereby
vested with all power and authority necessary to that end and to put
such system of prison labor when established into operation and effect.
The said Board shall have power and authority to place prisoners at
labor upon State works wherever in the judgment of said Board the
same shall be expedient and proper, upon such terms as to it shall
seem wise. The said Board is hereby directed to provide, whenever in
