county. 1866, c. 169 provides that the county commissioners of Queen Anne's
county, are authorized and empowered in their discretion, to levy on the taxable
property of said county, a sum not exceeding one thousand dollars, to be applied to
the construction of a causeway from the firm land to the bridge constructed across
Chester river, at Crumpton, and to have the same collected as in manner now pro-
vided for collection of other county taxes. That should said county commissioners,
in the exercise of their sound discretion, determine to, and should they levy, such a
tax, then they are hereby required to advertise in four. successive issues of each
of the two newspapers DOW published in the town of Centreville, for proposals to
construct said causeway, and they are hereby empowered to contract with the party
making the lowest bid; provided, he can give satisfactory bond for the faithful per-
formance of the work, and if not, then with any of the parties bidding for said con-
-tract, who in their judgment will execute the same on terms most advantageous to
the county. That said county commissioners shall reserve one-half the amount so
levied till said causeway be constructed, as a security for the faithful performance
of the contract, and when the said work is so completed they are hereby required to
appoint two citizens of Queen Anne's county, of sound and impartial judgment,
and of no blood affinity to the party contracting, to view and examine the same,
who within ten days alter their appointment, shall make return to the office of said
county commissioners. That the parties so appointed shall examine said causeway
with reference to its height, width and mode of construction, and on their reporting
to said county commissioners, that in these and all other of its provisions, the con-
tract entered into by them has been faithfully performed by the party with whom
they contracted, and that said causeway has been fully and well completed, and is a
substantial work, and of a height above the highest tides, then shall said county
commissioners pay over to said party who has constructed the causeway, the balance
of said levy reserved in their hands and held as a security for the faithful perform-
ance of contract, and take a receipt that the same has been paid in full, and have

CENTREVILLE.
1865, c. 111 amends section 32 as follows:
32. All persona who have resided within the cor-
porate limits of said town for six, months, and who
are entitled to vote for delegates to the general
assembly, shall, at the court house in said town, on
the first Monday in April, annually, elect by ballot
three persons, residents of and holding real estate in
said town above the value of three hundred dollars,
as commissioners.
