Powers of
bailiff.
|
109. The bailiff shall have power to serve process
as other officers of the law, and shall have all the
power of a constable for the preservation of order
and the arrest of offenders against the law, and may
act as collecting officer as other constables do, and he

shall be required to give bond and security approved
by the said commissioners for the discharge of his
duties as constables are now by law required to do.

Commissioners
to levy taxed.

110. The commissioners may levy a tax for. the
expenses of the corporation upon the taxable pro-

perty within the town limits, and the bailiff shall
collect the same and shall have power to distrain for
the same in the same manner as collectors of county
and state taxes now do, subject to such regulations
as the commisioners of said town may make in rela-
tion thereto.

Election and
duty of
president.

111. The commissioners at their first meeting shall
elect a president, who shall preside over the delibe-
rations of the body at all its meetings when he shall
be present, and in his absence the board shall appoint
a temporary chairman.

Assessors.
|
112. The commissioners aforesaid, before 'any levy
shall be made, shall appoint three assessors to ascer-
tain the value of the property within the town limits,
who shall return the same to said town commission-
ers, for record in their proceedings, which shall be

the basis of taxation, and the commissioners shall
have power to add to and amend the same annually
before making such levy.

Offences
against ordi-
nances, how
tried.
|
113. All offenders against any of the ordinances
of the said commissioners for the regulation of the
town shall be tried before a justice of the peace of
Princess Anne district of Somerset county, who may
fine the offender, if guilty, a sum not exceeding

twenty dollars, and may commit the party till the
fine shall be paid, or the fine may be recovered as
small debts are now recoverable, in the name of said
commissioners, and the said fine shall be paid to the
town commissioners for the use of said corporation.
