SOMERSET COUNTY. [ART. 19.

109. The bailiff shall have power to serve process
as other officers of the law, and shall have all the
power of a constable for the preservation of order
and the arrest of offenders against the law, and may
act as collecting officer as other constables do, and he

112. The commissioners aforesaid, before 'any levy
shall be made, shall appoint three assessors to ascer-
tain the value of the property within the town limits,
who shall return the same to said town commission-
ers, for record in their proceedings, which shall be
