	SEC. 5. Any person who shall obstruct, fill up or
	otherwise wilfully injure the drains made for con-
	ducting the water from the public roads, or shall
	encroach upon any public roads by fences or other

	water into or upon any public road, each and every
	such person, for every such offence, shall be subject
	to a fine, for the use of the county, of not less than
	ten nor more than one hundred dollars.

	CHAPTER 367.
	AN ACT to authorize and empower the County
	Commissioners of Carroll county to pay Isaac E.
	Pearson and B. F. Crouse a sum of money not
	exceeding three hundred dollars, for professional
	services rendered in defending Josephine John-
	son, indicted and tried for "infanticide" in the
	Circuit Court for Carroll county, at May term,
	eighteen hundred and seventy-eight.
	SECTION 1. Be it enacted ty the General Assem-
