that is moving in the direction of our particular respon-

sibility because we certainly will have to -- we have

already determined by agreement of the Committee that we

will provide for compulsory home rule insofar as the

governmental local subdivisions are concerned, both county

and city. We have also decided that insofar as the agreed

|
upon form of the local subdivision, it will be the county
|
|

and the city and other civil divisions.

Now then, as we move on more specifically, we've

got to really see what other localities end governmental

units have done by way of what they have accomplished and

we are going to have to make a choice between either a

I think vs all feel that we've got to have some further
