tained shall be taken to prevent the operation of a motor vehi-
cle by any unlicensed person other than a person whose appli-
cation has been refused or whose license has been suspended or
revoked, who is receiving instructions in its operation and is
accompanied by a licensed operator, which licensed operator
shall also be personally liable for any violation of the motor
vehicle or traffic laws of this State.

Applications for licenses shall be made upon blanks fur-
nished by said Commissioner, and said application blanks and
said licensee shall be in such form and contain such provisions,
not inconsistent with this sub-title, as said Commissioner may
determine. The Commissioner may require in addition should
he deem necessary, an actual demonstration of the qualifica-
tions of the person applying for such license, and may refuse
to issue the same if in his judgment, the safety of the public
would be jeopardized thereby, but said applicant shall have the
right to appeal if license is refused, as provided elsewhere in
this sub-title. A number shall be assigned to each licensee and
a proper record of all applications for licenses, and of all
licensee issued shall be kept by said Commissioner at his office
and shall be open to public inspection. Each license shall state
the name, age, post office address of the licensee and the number
assigned to him, and shall entitle the licensee to operate any
car of any make, unless otherwise specified thereon. Said
license certificate shall at all times be carried by the licensee
when he is operating a motor vehicle upon the highways of
this State, and shall be subject to examination upon demand
by any officer of the law, and said license shall have endorsed
thereon in the proper handwriting of the licensee, the name
of said licensee, and, when requested by a proper officer, in the
discharge of his duties under the law, said licensee shall write
his name in the presence of said officer, to the end that the
identity of said licensee may be determined, provided that no
operator of a motor vehicle shall be stopped by any officer of
the law for the sole purpose of exhibiting his operator's license.
No license badge shall be worn.

No person under the age of eighteen years except operators
of motor-cycles, who shall not be under the age of fourteen
years, shall operate, drive or direct any automobile, motor-car,
taxicab or motor truck propelled by gas, gasoline, steam or
electricity upon any road, highway, street, lane or other public
way within the State of Maryland.
