Any person violating any provision of this section, shall
be deemed guilty of a misdemeanor and upon conviction, be
subject to a fine of not less than ten dollars ($10. 00) nor more
than one hundred dollars ($100. 00), provided that the mini-
mum fine in the case of a person to whom an operator's license
has been duly issued, but who through inadvertence has not
the same with him at the time of his arrest, shall be one dollar
($1. 00) instead of ten dollars ($10. 00) as above prescribed.
Fees for Operators.
144. The following fees shall be paid the Commissioner of
Motor Vehicles for licenses to operate motor vehicles in this
State: Two Dollars ($2. 00) to operate motor Vehicles other
than motor-cycles and one dollar ($1. 00) to operate motor-
cycles. Such license shall be good until suspended or revoked
as hereinafter provided, and shall not be required to be re-
newed annually, provided, however, that the foregoing pro-
visions of this section shall not apply to chauffeurs, but the
latter shall be required to obtain an operator's license, as here-
inbefore provided renewable at the end of one year from date
of issue, and shall pay therefor the sum of three dollars per
year. A duplicate operator's or chauffeur's certificate shall
be supplied by the Commissioner of Motor Vehicles for fifty
cents in cases where he is satisfied the original certificate has
been lost.
Suspension or Revocation of Opera-tor's License.
145. The Commissioner of Motor Vehicles may after due
hearing, upon not less than three days' notice in writing,
said notice to be sent by registered letter to the address
given by the operator when applying for his license certifi-
cate, which shall constitute sufficient form of notice, sus-
pend or revoke the operator's license issued to any person
under section 143 of this sub-title, for any cause which he
may deem sufficient; but every applicant for an operator's
license whose application shall be refused by said Commis-
sioner, and every licensee whose operator's license shall be sus-
pended or revoked by said Commissioner, may appeal to the
Governor of this State from such decision, refusal, "suspension
or revocation, the decision of the Governor to be final, and
such appeal not to operate as a stay of such order or decision
by the Commissioner. Subject to the same condition as to
notice and appeal the Commissioner of Motor Vehicles shall
have power and authority to refuse or revoke a certificate of
