dollars per annum each for said Street Commissioners," the
provisions of this Act shall immediately go into effect. In case
a greater number of said qualified voters at said election held
under the provisions hereof shall vote "Against a salary of
six hundred dollars per annum each for the said Street Com-
missioners" than "For a salary of six hundred dollars per
annum each for said Street Commissioners," then in the event,
this Act shall become null and void and of no effect and the
law as now in the Charter of Hagerstown, Maryland, shall
remain in full force and effect, except Section 192 of this Act
which shall not be effected by the referendum as herein pro-
rate?
SECTION 3. And be it further enacted, That this Act is
hereby declared to be an emergency law, and necessary for the
immediate preservation of the public health and safety, and
shall take effect from the date of its passage.

CHAPTER 11.
AN ACT to authorize and empower the Mayor and Council
of Hagerstown to transfer and use certain sums of money
for city purposes, which have accumulated in the hands
of the City Tax Collector for several years, or which may
hereafter accumulate therein, and which said sums of
money, under the provisions of the charter of Hagers-
town, are not subject to the control of the Mayor and
Council of Hagerstown, to the general purpose account
fund of said city, or to some other account of said city
in the discretion of the Mayor and Council.
SECTION 1. WHEREAS, For a number of years certain sums
of money have from time to time accumulated in the hands
of the Tax Collector of Hagerstown, over which the Mayor
and Council have no control or right to dispose of same,
namely: '' The Water Fund Account, the Interest Account on
Bank Deposit, Sewerage Account, Vista Street Fund, Jeffer-
son Street Fund, Cleveland Avenue Fund, East Washington
Street Fund, Summer Street Fund, Mill Street Fund, East
Baltimore Street Fund, Carrollton Avenue Fund, Freemont
Street Fund, and McPherson Avenue Fund," or any other
