fund or balance of any account of said city that may from
time to time become inactive or not needed for the purpose
for which it was levied; and
WHEREAS, The same is, or may be needed by the City of
Hagerstown to aid in defraying municipal expenses and
thereby reducing taxation;
Now, THEREFORE, Be it enacted by the General Assembly
of Maryland, That the Mayor and Council of Hagerstown, be,
and it is hereby authorized and empowered to transfer and
use the said funds above enumerated to the General Purpose
Fund Account of Hagerstown, or any other account of the
said city in the discretion of the said'Mayor and Council, the
said money to be paid out in the manner provided by the
Charter for municipal purposes.
SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and the
same being passed upon a yea and nay vote supported by
three-fifths of all the members elect to each of the two houses
of the General Assembly, shall take effect from the date of its
passage.

CHAPTER 12.
AN ACT to authorize and empower the Mayor and City Coun-
cil of Cumberland to issue bonds to be known as "Water
Improvement Bonds of 1920" to the amount of seven
hundred and fifty thousand dollars, and to sell the same
and to use the proceeds thereof for the purpose of im-
proving, repairing and extending, and the other neces-
sary purpose heretofore and hereafter affecting the water
system and supply of the said city, and to provide for the
advertisement and sale of same, and to further provide
punishment for violation of this Act.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Cumberland, be

Improvement Bonds of 1920" to the amount of seven hun-
