9. And be it enacted, That the president and directors of said
Office of Pay and Receipt, shall have the power to elect a cashier
and such other officers and servants, as they may deem necessary for
the conducting the business of the bank, and to allow them such
compensation for their services as may be reasonable, out of the
funds of the bank.

10. And be it enacted, That the president of said Office of
Pay and Receipt, shall attend to the qualifications of the officers
who shall be appointed, and also to require of them bonds, with two
securities to be approved by the board of directors, conditioned for
the faithful performance of their respective duties, with penalties
adequate to the security of the bank, which said bonds shall be re-
newed annually.

11. and be it enacted, That the general dividend shall be de-
clared at Westminster, out of the joint profits of the Bank of West-
minster and the Office of Pay and Receipt, and the stock-holders re-
aiding in Frederick or its vicinity, shall be entitled to receive their
dividends at the Office of Pay and Receipt, under such rules and
limitations as shall be found necessary and convenient by the di-
rectors of the Bank of Westminster.

12. And be it enacted, That the president and directors of
the Office of Pay and Receipt, shall form by-laws, rules and regula-
tions for the government of the Office of Pay and Receipt; Provid-
ed, That such by-laws, rules and regulations, are not inconsistent
with this charter or the one to which this is a supplement.

13. And be it enacted, That all notes offered for discount at
the Office of Pay and Receipt of the Bank of Westminster, shall, on
the face thereof, be made negotiable at the Bank of Westminster;
and when the drawer shall not reside in Frederick-town, such note
shall be made payable at some house in Frederick-town; and in all
cases of notes discounted at said Office of Pay and Receipt, notice
given or left by the proper servant of the bank, at the house where
the said discounted note shall be made payable, that such note
hath become due, shall be, to all intents and purposes, held and
considered to be as completely binding on the drawers and endor-
sers, as if notice had been personally served on each of them.

CHAPTER 43.
An act relative to the making of a public landing place and read in
Somerset county.
Sec. 1. Be it enacted By the General Assembly of Mary land,
That Littleton Aires, George Riggin and Robert Leatherbury, be,
and they or a majority of them, are hereby appointed commission-
ers to meet at the place commonly called Levin Jones' landing, on
Monie Creek, in Somerset county, during the present year, and ex-
amine and determine whether the public convenience does require
that a public landing should be established at or near said landing,
and a public road located and opened to said landing; and if in the
opinion of the said commissioners or a majority of them, the pub-
lic convenience does require that a public landing should be estab-
lished, and a road located and opened to said landing, they or a
majority of them shall lay out a quantity of land for a public land-
ing place on Monie Creek, at or near the aforementioned place,
not exceeding two acres, and shall locate and open a road lending
