Carroll, Cecil, Frederick, Garrett, Harford, Howard, Kent, Mont-
gomery, Prince George's, Queen Anne's, Somerset, Talbot, Wicomico
and Worcester counties and the city of Annapolis, such stock in
business shall be assessed at sixty per centum (60%) of such fair
average value for the twelve months preceding the date of finality.
Provided further, however, that any person, firm or corporation who
shall take advantage of the provisions of this section shall not be
allowed the exemption in the percentage of the total assessed valua-
tion which is provided by Section 8, subsection (24) of this article.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 440
(Senate Bill 487)

AN ACT to repeal and re-enact, with amendments, Sub-section 38 (a)
of Article 87 of the Annotated Code of Maryland (1951 Edition
and 1956 Supplement), title "Sheriffs", sub-title "Compensation
and Duties", and to repeal and re-enact, with amendments, Section
284 (b) (7) of the Code of Public Local Laws of Allegany County
(1955 Edition, being Article 1 of the Code of Public Local Laws
of Maryland!), title "Allegany County", sub-title "Juvenile Court",
and to add new Sections 63A to 63-I, inclusive, to said Code, to
follow immediately after Section 63 thereof and to be under the
new sub-title "Classified Service", relating GENERALLY to em-
ployees of Allegany County, their compensation and tenure and
establishing and relating to a classified service system for such
employees of Allegany County, relating to those employees who are
included in such la system and those excluded therefrom and pro-
viding for a Civil Service Board and relating to its compensation,
powers and duties.; TO REPEAL AND RE-ENACT WITH
AMENDMENTS, SECTIONS 2 AND 66 OF SAID CODE OF
PUBLIC LOCAL LAWS OF ALLEGANY COUNTY, SUB-
TITLES "ALMSHOUSE" AND "COUNTY COMMISSIONERS",
AND TO REPEAL SECTIONS 73 AND 74 OF SAID CODE OF
THE PUBLIC LOCAL LAWS, SUB-TITLE "COUNTY COMMIS-
SIONERS", AND TO ENACT A NEW SECTION 73 IN LIEU
THEREOF TO STAND IN THE PLACE OF THE SECTIONS
SO REPEALED ABOLISHING THE OFFICE OF CLERK TO
THE BOARD OF COUNTY COMMISSIONERS OF ALLEGANY
COUNTY AS AN ELECTIVE OFFICE, PROVIDING THAT AT
THE SAME TIME THIS POSITION SHALL BECOME PART
OF THE CLASSIFIED SERVICE OF ALLEGANY COUNTY
HEREIN PROVIDED FOR, PROVIDING FOR THE INCLU-
SION IN THE CLASSIFIED SERVICE OF THE PERSON
HOLDING THE POSITION OF CLERK TO THE COUNTY
