(b) The following persons shall be exempted from the Classified
Service:

Elected officials of the county,
County tax collectors,

Attorney to the County Commissioners, AND THE ATTORNEY
TO THE BOARD OF ELECTION SUPERVISORS,

ASSISTANT STATERS ATTORNEY,

Any person appointed by the Governor by and with the advice and
consent of the Senate of Maryland,

Persons appointed by and with the approval of the Judges of the
Circuit Court for Allegany County. ,
AND the State's Attorney.

(C) THE POSITION OF CLERK TO THE BOARD OF COUNTY
COMMISSIONERS OF ALLEGANY COUNTY IS SPECIFICALLY
INCLUDED IN THE CLASSIFIED SERVICE HEREIN CRE-
ATED, AND THE PERSON HOLDING THIS POSITION AS OF
JUNE 1, 1957, SHALL AUTOMATICALLY BE A MEMBER OF
THE CLASSIFIED SERVICE AND SUBJECT TO ALL THE
RIGHTS AND PRIVILEGES PROVIDED HEREIN FOR MEM-
BERS OF THE CLASSIFIED SERVICE.

63B. Unless the context otherwise requires, "County Commis-
sioners" mean the County Commissioners of Allegany County; "Clas-
sified Service" means and includes the offices and positions desig-
nated in Section 63A herein; "Classified Position" or "Position"
means any office in the Classified Service; "Classified Service Em-
ployee" or "Employee" means a person who holds, under the terms
of this sub-title, a position in the Classified Service, but shall not
include a person employed by contract to render a temporary or
special service for the county; ("Class of Position" or "Class" means
a group established under this sub-title of positions similar in respect
to the duties and responsibility thereof and the qualifications required
therefor;) "Classification Title" or "Title" means the designation
given, under this sub-title, to a class and to each position in the class
and to the employee in each position in the class.

63C. The County Commissioners shall promptly after the effec-
tive date of this sub-title adopt rules and regulations governing the
following subjects:

(a)  Standards and qualifications for each position within the
Classified System and a classification title for each such position.

(b)  Minimum and maximum salary schedules, with provisions for
increments based on term of service for each classified position, once
adopted, such salary scales shall not be decreased.

(c)  The employment of employees of the classified service, which
rules and regulations shall provide a schedule of hours of employ-
ment, holidays, sick leaves and vacations, and which rules and regu-
lations may be amended or added to by the County Commissioners.

(d)  The method of selection of new employees, including suitable
provision for competitive examinations and notice of vacancies.
