land, Section 13 of Article 23A of the Annotated Code of Maryland
(1966 Replacement Volume), title "Corporations—Municipal" sub-
title "Home Rule," and Sections 48-15A to 48-15G, inclusive, of the
Charter of the Mayor and Council of Rockville, as amended, to amend
the Charter of the Mayor and Council of Rockville, as set forth in
Sections 48-1 to 48-95, inclusive, of the Code of Public Local Laws of
Montgomery County (1965 Edition, as amended, being Article 16 of
the Code of Public Local Laws of Maryland) to repeal Sections
48-65 through 48-73 thereof and to enact in their place a new Section
48-65 to authorize The Mayor and Council of Rockville to exercise
all powers granted by Article 66B of the Annotated Code of Maryland
(1957 Edition, as amended).

Section 1. BE IT RESOLVED by The Mayor and Council of Rock-
ville that the Charter of said municipal corporation as set forth in Sections
48-1 to 48-95, inclusive, of the Code of Public Local Laws of Montgomery
County (1965 Edition, as amended, being Article 16 of the Code of Public
Local Laws of Maryland), be and the same is hereby amended by deleting
Sections 48-65 through 48-73 thereof and substituting therefor a new
Section 48-65 to read as follows:

"Section 48-65. Exercise of Power.

The Mayor and Council of Rockville are hereby authorized to exercise
all powers granted to it pursuant to Article 66B of the Annotated Code
of Maryland (1957 Edition, as amended)."

Section 2. BE IT FURTHER RESOLVED that the date of the adop-
tion of this Resolution is February 16, 1971, and that the amendment to
the Charter of The Mayor and Council of Rockville hereby proposed by
this enactment shall be and become effective on April 7, 1971, unless a
proper petition for a referendum hereon shall be filed as permitted by
law. A complete and exact copy of this Resolution shall be posted in the
City Hall until March 28, 1971, and a copy of the Title of this Resolution
shall be published in a newspaper of general circulation in the City of
Rockville not less than four (4) times, at weekly intervals, before March
28, 1971.

Section 3. AND BE IT FURTHER RESOLVED that as soon as the
Charter amendment hereby enacted shall become effective, either as herein
provided or following a referendum, the Mayor of The Mayor and Coun-
cil of Rockville shall send separately, by registered mail, to the Secretary
of State of Maryland, and to the Department of Legislative Reference, the
following information concerning the charter amendment: (1) the com-
plete text of new Section 48-65 of the Charter of The Mayor and Council
of Rockville, as hereby enacted; (2) the date of the referendum election,
if any, held with respect thereto; (3) the number of votes cast for and
against the question containing the charter amendment, whether by the
Council of The Mayor and Council of Rockville or in a referendum; and
(4) the effective date of the charter amendment.

Section 4. AND BE IT FURTHER RESOLVED that the Mayor
of The Mayor and Council of Rockville be and he is hereby specifically
enjoined and instructed to carry out the provisions of Sections 2 and 3.
As evidence of compliance herewith, the said Mayor shall cause to be
affixed to the minutes of this meeting (1) appropriate certificate of publi-
