been published and (2) the return receipts of the mailing referred to in
Section 3, and shall further complete and execute the Certificate of Effect
attached hereto.

I HEREBY CERTIFY that, in connection with Charter Amendment
24, also being Resolution No. 8-71 of the Mayor and Council of Rockville,
Maryland, whereby the Charter of the City of Rockville was amended so as
to repeal Sections 48-65 through 48-73 thereof and to enact in their place
a new Section 48-65 to authorize the Mayor and Council of Rockville to
exercise all powers granted by Article 66B of the Annotated Code of
Maryland (1957 Edition, as amended):
a. The vote on the Resolution to amend the Charter showed that Coun-
cilmen Curry, McCartin, Hanna, Alexander and Mayor Tuchtan voted
in the affirmative, with no Council member voting in the negative.
b. During the period between adoption of the Resolution (February
16, 1971) and 40 days thereafter (April 7, 1971) no petition for referen-
dum on the said Charter Amendment was received;
c. A full text of said Charter Amendment was continually posted on
the bulletin board of the Office of the Mayor and Council, 111 South Perry
Street, Rockville, Maryland, from the date of its adoption to April 7, 1971;
d. A full summary of the Charter Amendment was published in the
Montgomery County Sentinel, a newspaper of general circulation in the
City of Rockville, not less than four times at weekly intervals prior to
April 7, 1971.

I HEREBY CERTIFY that, in connection with Charter Amendment
25, also being Resolution No. 17-71 of the Mayor and Council of Rockville,
Maryland, whereby the Charter of the City of Rockville was amended so
as to repeal and re-enact, with amendments, Section 48-6 (a) to provide
that the term of members of the Board of Supervisors of Elections be ex-
tended in length from two (2) to four (4) years, and to provide that such
terms begin on the first Monday in June rather than the, first Monday
in March:
A. The vote on the Resolution to amend the Charter showed that
Councilmen Curry, McCartin and Mayor Tuchtan voted in the affirmative,
with Councilman Alexander voting in the negative, and with Councilman
Hanna being absent;
B. During the period between adoption of the Resolution (April 6,
1971) and 40 days thereafter (May 16, 1971) no petition for referendum
on the said Charter Amendment was received;
C. A full text of the said Charter Amendment was continually
posted on the bulletin board of the Office of the Mayor and Council, 111
