3. Effective Date - Said amendment became effective 50 days after the date of
resolution, said effective date therefore being 21 February 1972.
4. Votes Cast - The amendment was by way of legislative enactment by a
unanimous vote of 7 Councilmen for and none against and was thereupon
approved by the Mayor, Harry W. Kelley.

RESOLUTION OF THE MAYOR AND CITY COUNCIL
OF OCEAN CITY, MARYLAND
TO AMEND THE TOWN CHARTER
Resolution of the Mayor and City Council of Ocean City, Maryland adopted
pursuant to the authority of Sections 13 through 18 of Article 23 A, Annotated
Code of Maryland, 1966 Replacement Volume, to amend Sub-Section (d) of Section
175. "QUALIFICATIONS OF VOTERS" of The Municipal Charter of the Town of
Ocean City, Maryland by eliminating from said sub-section and section of said
charter the matter hereinafter enclosed in double parentheses, and by adding to said
sub-section and section of said charter new matter hereinafter underscored as follows:
"175. QUALIFICATIONS OF VOTERS.
(d) The governing body of the municipality is hereby declared to be a Mayor
and seven persons to be City Councilmen. In the 1966 regular elections, and in
each subsequent two-year period thereafter, a Mayor will be elected WHO
SHALL SERVE FOR A TERM OF TWO YEARS OR UNTIL HIS
SUCCESSOR IS ELECTED AND QUALIFIED, AND who may qualify
therefor from either District, and in the 1966 regular election, four councilmen will
be elected, one from the First District, without voter participation from the Second
District, another from the Second District, without voter participation from the
First District, both of whom will serve until the regular election in 1970. The
remaining two councilmen will be elected at large, who must be eligible to file
from either district and who shall be elected by persons eligible to vote from both
districts. The councilman-at-large receiving the highest number of votes will serve
from the regular election of 1966 to the regular election of 1970. The candidate for
councilman-at-large receiving the next highest number of votes will serve from the
regular election of 1966 to the regular election in 1968. In the 1968 regular election
AND THEREAFTER, all vacancies will be filled for full four-year terms, OR
UNTIL THE SUCCEEDING COUNCILMEMBERS ARE ELECTED AND
QUALIFIED, but the councilman elected in 1968 from the Second District will be
elected only by those persons eligible to vote in that area and the two councilmen
to be elected in 1968 from the First District will be elected only by those persons
eligible to vote in that district. The councilman-at-large elected in that year will be
elected by qualified voters of both areas. Following the regular election in 1968
and prior to the regular election in 1970, the district boundary at 41st Street is
