Dear Mr. President:
In accordance with Article II, Section 17, of the Maryland Constitu-
tion, I have today vetoed Senate Bill 1109.
This bill as originally introduced established new requirements for the
payment of, and deduction from, employee wages. As enacted, however, the
bill permits an employer to deduct from the wages of an employee, upon
the termination of employment, any amount owed by the employee to the
employer. The bill, moreover, authorizes this deduction to be made without
the written authorization of the employee.
I have been informed by the Department of Licensing and Regulation,
at whose request this bill was introduced, that the bill, as amended, would
be exceedingly difficult to administer. The Department has also informed me
that they believe that the provision permitting an employer to make un-
authorized deductions from an employee's wages is inconsistent with the
basic principles of the Wage Payment Collection Law. Because of the
principle involved and the administrative burden which this bill would
place on the Department of Licensing and Regulation, the Department
has requested that the bill be vetoed.
Consequently, I have decided to veto Senate Bill 1109.
