3030 JOINT RESOLUTIONS
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor's Commission to Review Laws Governing
Workmen's Compensation Laws and the Legislative Council
are both requested to study the feasibility of the State
of Maryland entering into an Interstate Compact on
Workmen's Compensation Laws for the purpose of improving
the Maryland Workmen's Compensation Laws; and be it
further
RESOLVED, That copies of this Joint Resolution be
sent to the Governor, the Speaker of the House, the
President of the Senate, the Workmen's Compensation
Commission and the Governor's Commission to Review Laws
Governing Workmen's Compensation Laws.

A Senate Joint Resolution concerning
Real Property Taxation
FOR the purpose of requesting the President of the Senate
and the Speaker of the House to appoint a commission
to study all aspects of property taxation, the
effects of that tax on various groups of taxpayers,
and various methods of giving relief to property
taxpayers.
WHEREAS, The major source of funds available to
local subdivisions is the property tax, which tax is
demonstrably regressive and inequitable; and
WHEREAS, The rising costs of local government, the
appreciation of land values and the periodic reassessment
of property, and the resultant increase in either
assessments or property taxes has created an increasing
financial burden on homeowners; and
WHEREAS, It is in the interest of all the citizens
of the State of Maryland that county governments find
alternative revenue sources which insure the continued
provision of quality services without hardship upon
property owners; and
WHEREAS, The search for tax equity is one of the
first duties of government; now, therefore, be it
