the President of the Senate and the Speaker of the House
of Delegates be requested to appoint a commission of
twelve persons, six from the Senate of Maryland, and six
from the House of Delegates of Maryland, for the purpose
of giving systematic and intensive study and review to
all aspects of property taxation, including, but not
limited to, categories of property subject to taxation,
the method and rate of assessments, categories of
property exempt from taxation, tax credits, tax rates,
and the general administration of property taxation, for
the purpose of reducing the financial burden on local
property taxpayers, and determining alternatives to
reliance by local governments on the property tax as a
primary source of revenue; and be it further
RESOLVED, That the commission shall make a report of
its study and examination together with such
recommendations as it may adopt to the General Assembly
on or before June 30, 1976; and be it further]]
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor, the President of the Senate and the Speaker
of the House of__Delegates be requested to appoint a
commission for the purpose of giving systematic and

RESOLVED, That the President of the Senate appoint
to the commission [[six]] five members of the Senate,
that the speaker of the House of Delegates appoint to the
Commission [[six]] five members of the House of
Delegates, that the Governor appoint to the Commission
[[six]] five elected or appointed officials from the
counties and Baltimore City, and four persons with
knowledge and experience in the tax and revenue field to
be selected one each from lists submitted by the Section
of Taxation of the Maryland State Bar Association, Inc.,
the Maryland State Chamber of Commerce, the Maryland
Association of Certified Public Accountants, and the
Maryland Council of the AFL-CIO, and that the Governor
appoint one of the members to be chairman of the
Commission; and be it further
RESOLVED, That the commission shall make a report of
its study and examination together with such
recommendations as it may adopt to the General Assembly
on or before October 30, 1975; and be it further
