AN EMERGENCY ORDINANCE to repeal and re-enact, with
amendments, Sections 1—903(b) & (d) of the Anne Arundel
County Code (1967 Edition and Supplements), Title 1,
"Administration", Subtitle 9, "Financial Disclosure", (as
added by Bill No. 129-73), and to repeal Section 1-903(c)
of said Code, Title and Subtitle, to change the procedure
for filing public disclosure statements by certain public
officials and candidates, to change the period of time
covered by said statements, to correct a technical error
in the law, and matters generally related thereto.
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That Sections 1-903(b) &
(d) of the Anne Arundel County Code (1967 Edition and
Supplements), Title 1, "Administration", Subtitle 9,
"Financial Disclosure", (as added by Bill No. 129—73) be,
and they are hereby repealed and re—enacted, with
amendments, to read as follows:
Section 1-90 3.
(b) Except for a person who has filed a statement
pursuant to subsection (a) above for the same period for
which a statement otherwise would be required to be filed
by this subsection, each candidate for nomination for, or
election to, County Executive or County Council shall
file with the [Secretary to the County Council] BOARD OF
ELECTION SUPERVISORS at the same time that person's
certificate of candidacy is filed, the statement required
by this Subtitle, for the [six (6) months] CALENDAR YEAR
immediately preceding the [year in] ELECTION FOR which
that certificate of candidacy is filed.
(d) The [local boards of election supervisors]
BOARD OF ELECTION SUPERVISORS shall not accept any
certificate of candidacy or certificate of nomination
unless a statement in proper form has been filed. Within
thirty (30) days of the receipt of a statement, the
[Secretary to the County Council] BOARD OF ELECTION
SUPERVISORS shall forward it to the [local boards of
election supervisors] SECRETARY TO THE COUNTY COUNCIL FOR
FILING.
SECTION 2. AND BE IT FURTHER ENACTED, That Section
1-903(c) of said Code, Title and Subtitle be, and it is
hereby repealed.
SECTION 3. AND BE IT FURTHER ENACTED, That this
Ordinance is hereby declared to be an emergency ordinance
and necessary for the immediate preservation of the
public peace, health, safety, welfare and property, and
