therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the State Board of Education request each local
superintendent of schools and the Board of School
Commissioners of Baltimore City to study and report to
the State Superintendent of Schools on the provision of
emergency first—aid services for all schools in the
jurisdiction of those superintendents, and that the State
Superintendent report those findings to the General
Assembly by January 1977; and be it further

RESOLVED, That the State Board of Education request
that each local superintendent and the Board of School
Commissioners of Baltimore City prepare and submit a plan
for adequate emergency first-aid coverage in each school
of the jurisdiction and that the plan be submitted by the
State Board of Education to the General Assembly by
January 1977; and be it further

RESOLVED, That copies of this Resolution be sent to
the State Superintendent of Schools, the superintendents
of each local school board, and the superintendent of the
Board of School Commissioners of Baltimore City.

A Senate Joint Resolution concerning

Elementary Education Counseling Services

FOR the purpose of requesting that the State Board of
Education study and report on the provision of
professional counseling services in the public
elementary schools of Maryland.

Increasing pressures are being placed on all
students to begin planning their educational futures.
Counseling at the preschool and elementary school levels
will assure the earliest possible identification of
potential educational and disciplinary problems. The
present staffing patterns of elementary schools do not
provide sufficient positions or support for
professionally trained counseling personnel. Such
inadequacies in this provision of public service to
Maryland children can lead to unproductive use of time,
money, and lives; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the State Board of Education implement a study regarding
the need for elementary school counseling services and
