JOINT RESOLUTIONS

No. 12

that the State Board of Education request the local
boards of education and the Board of School Commissioners
of Baltimore City to provide the State Board with such
information that will enable the State Board to prepare a
comprehensive report of findings with an accompanying
plan for meeting needs evidenced in their study; and be
it further

RESOLVED, That the State Board of Education request
each local board and the Board of School Commissioners of
Baltimore City to submit this assessment of need and plan
of action to the State Superintendent of Schools by
December 1, 1976; and be it further

RESOLVED, That the State Superintendent of     Schools

transmit a comprehensive report of the findings  of this

study and recommendations to the Governor and the  General

Assembly of Maryland by January, 1977; and be it     further

RESOLVED, That copies of this Resolution be sent to
the President of the State Board of Education, the
President of each local board of education and of the
Board of School Commissioners of Baltimore City, the
Superintendent of Schools in each jurisdiction, and

& Senate Joint Resolution concerning

State Library Resource Center - Funding

FOR the purpose of requesting the Governor to appoint a
Commission to study and make recommendations
concerning the funding of the State Library Resource
Center.

WHEREAS, The General Assembly in 1971, following a
comprehensive study of library operations and financing,
declared the Central Library of the Enoch Pratt Free
Library system to be the State Library Resource Center,
Article 77, Section 168 of the Annotated Code of
Maryland; and

WHEREAS, Article 77, Section 168 provides for State
funding of this State Library Resource Center; and

WHEREAS, Notwithstanding the statutory provision for
funding, the Stats, in fact, has not adequately funded
the State Library Resource Center; and

WHEREAS, The problem seems to be the failure to
