WHEREAS, There is concern that those States which have
legalized certain forms of gambling have experienced a
greater infiltration of organized crime; and
WHEREAS, A comprehensive study is needed to investigate
all facets of the existing legalized gambling industry in
Maryland including, but not limited to, the degree of., the
State's current dependence on legalized gambling revenue, a
composite as to the type of people who gamble in this State,
and the extent of the infiltration of organized crime; and
WHEREAS, This comprehensive study is also to include a
determination as to the effects on the well—being of the
State of Maryland, both positive and negative, should
legalised gambling be extended to other forms and locations
within the State, as well as the immediate socio-economic
consequences, and long—term effect if legalized gambling
were eliminated within the State altogether; now, therefore,
be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this
study commission shall consist of seven members with two
appointed by the President of the Senate, two appointed by
the Speaker of the House, and three members shall be
appointed by the Governor. The Governor shall appoint the
chairperson of the Commission; and be it further
RESOLVED, That staff and secretarial assistance be
provided to the Commission by the committee reporter from
the State Department of Legislative Reference to the
Commission on Intergovernmental Relations; and be it further
RESOLVED, That the commission shall make a report and
recommendations to the General Assembly prior to the first
day of the 1981 legislative session; and be it further
RESOLVED, That copies of this Resolution be sent to the
Governor, Honorable Harry Hughes; the President of the
Senate, Honorable James Clark, Jr.; and the Speaker of the
House of Delegates, Honorable Benjamin L. Cardin.
