JOINT RESOLUTIONS

FOR the purpose of requesting the periodic review of the
salaries of members of State boards and commissions.

WHEREAS, Compensation paid to members of State boards
and commissions often seems unrelated to the amount of work
they perform; and

WHEREAS, The members of some boards and commissions
meet regularly and receive low pay, while the members of
others meet sporadically and yet receive high pay; and

WHEREAS, The salaries of members of State boards and
committee should be periodically reviewed to discover the
extent of this inconsistency; now, therefore, be it and

WHEREAS, The General Assembly, in its continuing effort
to be fiscally responsible to the citizens of this State,
looks with favor upon the various boards and commissions
whose membership consists of volunteers and wishes, to
encourage the policy of voluntarism whenever and wherever
practical; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this
Body appoint a joint committee to review the compensation
paid to members of State boards and commissions; and be it
further

RESOLVED, That the committee consist of three members
of the Senate, appointed by the Honorable James Clark, Jr.
President of the Senate; and three members of the House of
Delegates, appointed by the Honorable Benjamin L. Cardin
Speaker of the House; the Secretary of Licensing and
Regulation; two members of the Executive Branch, appointed
by the Governor; and two consumer members, appointed by. the
Governor. The two consumer members shall be selected from a
list of three names, for each vacancy, submitted by
recognized consumer groups; and be it further

RESOLVED, That the chairman and vice chairman of the
committee alternate annually between the two Chambers; and
be it further

RESOLVED, That staff and support services be provided
to the committee by the State Department of Fiscal
Services,; and be it further

RESOLVED, That the committee shall report its findings
and propose appropriate legislation to the General Assembly
on January 1, 1981,
