(House Joint Resolution No. 25)
A House Joint Resolution concerning
Deaf or Hearing Impaired — Amplification Systems
FOR the purpose of requesting the Governor to instruct the
appropriate State agency to survey public meeting rooms
and make recommendations with regard to which rooms
should be equipped with an induction loop amplification
system for the benefit of deaf or hearing impaired
persons; and requesting the Governor to include an
amount sufficient to equip certain rooms as with an
induction loop amplification system.
WHEREAS, Maryland has a sizeable population of deaf or
hearing impaired persons; and
WHEREAS, It is the intention of the General Assembly to
provide equality of services to all Maryland residents; and
WHEREAS. Full participation by deaf or hearing impaired
persons at public meetings is precluded by their handicap;
and
WHEREAS, All citizens should have an opportunity to
participate fully in the governmental processes; and
WHEREAS, Through the use of an induction loop
amplification system, a public meeting room can be equipped
to allow persons wearing hearing aid devices to hear the
business of the meeting; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor instruct an appropriate State agency to survey the
meeting rooms in the State most frequently used for public
meetings and determine which of these rooms should be
equipped with induction loop amplification systems; and be
it further
RESOLVED, That the Governor shall include in the 1981
annual budget an amount sufficient to equip the designated
meeting rooms with induction loop amplification systems; and
be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland.
