governments in an attempt to assist them in their efforts to
provide efficient and economical government for the citizens
of Maryland.
Federal, state, county, and municipal governments
together are spending millions of tax dollars annually to
rent space to provide local offices and services.
Numerous structurally sound school buildings are being
declared surplus in many parts of the State because of a
declining school enrollment.
All levels of government must continuously strive to
reduce cost of governmental services while at the same time
providing more and better services closer to the people.
Citizens are becoming increasingly aware and
knowledgeable of government and desire to become more
involved in government's decision—making process.
Government must make itself readily accessible to the
public in an effort to seek methods of "bringing government
to the people"; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this
Body request the Governor to appoint a Commission to be
composed of two members of the Senate of Maryland, two
members of the House of Delegates, and five members of the
general public to study the feasibility, merits, and
economic impact of local governments to develop multiuse
governmental centers through conversion of existing and
projected surplus school facilities in an effort to
encourage federal, state, and local governments to "bring
government to the people" under a consolidated concept of
multiuse governmental centers; and to prepare a report
showing the advantages and disadvantages of local
subdivisions developing multiuse governmental centers; and
to report its findings to the Governor by January 1, 1980;
and be it further
RESOLVED, That a copy of this Resolution be forwarded
to the Honorable Harry Hughes, Governor of Maryland.
