Human Resources shall designate, respectively,
the succeeding two Chairmen.
4. The Committee shall:
a. make recommendations to the Governor
for an interagency admission, review, and
dismissal procedure to coordinate the
placement of and funding for handicapped
children in nonpublic facilities;
b. make recommendations to the Governor on
the administrative procedures necessary for
the implementation of the other
recommendations of the Governor's
Commission on Funding the Education of
Handicapped Children, Phase II;
c. coordinate its efforts with all State
agencies and Departments serving the
handicapped children of this State[.];
D. IDENTIFY THE NUMBER OF CHILDREN IN
OUT-OF-STATE PLACEMENT BY AGENCY, REASON OF
PLACEMENT, AND COST;
E. IDENTIFY ONE OR MORE GROUPS OF CHILDREN
BY NUMBER OF CHILDREN AND NATURE OF CARE
REQUIRED, TOGETHER WITH AGE OR OTHER
APPROPRIATE CLASSIFICATION, FOR WHOM IT
MIGHT BE FEASIBLE TO ESTABLISH PROGRAMS IN
MARYLAND;
F. IDENTIFY CHARACTERISTICS OF FACILITY
AND STAFF THAT WOULD BE NEEDED TO
ACCOMMODATE EACH IDENTIFIED GROUP;
G. IDENTIFY ANY EXISTING VACANT OR
UNDERUTILIZED STATE OR COUNTY BUILDING THAT
HAS THESE CHARACTERISTICS OR COULD
REASONABLY BE RENOVATED TO ACQUIRE THEM;
G. ESTIMATE THE COSTS OF RENOVATION OR
INITIAL CONSTRUCTION; AND
H. MAKE RECOMMENDATIONS TO THE GOVERNOR ON
THE CARE AND TREATMENT IN MARYLAND OF
CHILDREN WHO ARE NOW IN RESIDENTIAL
FACILITIES OUT OF STATE, INCLUDING
PRIORITIES FOR ACTIONS PROPOSED.
