FOR the purpose of establishing an Emergency Assistance
Trust Fund for certain purposes to be administered by
the Maryland State Firemen's Association in accordance
with its bylaws; authorizing, the award of grants or
loans from the Emergency Assistance Trust Fund to
volunteer fire companies and rescue squads under
certain circumstances by the Board of Public Works upon
the recommendations of the Department of Budget and
Fiscal Planning; providing for the approval of requests
for financial assistance under this Act by the Maryland
State Firemen's Association with a right of appeal to a
certain panel; requiring a volunteer fire company or
rescue squad receiving financial assistance under this
Act to execute a certain agreement with the Department
of Budget and Fiscal Planning and to provide a certain
matching dollar amount; allowing the Board of Public
Works to waive the matching dollar requirement or
provide for repayment of the matching amount over a
period of time under certain circumstances; providing
that a local government may not reduce the amount of
money that the volunteer fire company or rescue squad
may otherwise be entitled to receive from the local
government because of State financial assistance
provided under this Act; requiring the Department of
Budget and Fiscal Planning to provide the legislative
auditor with certain information; requiring the
legislative auditor to conduct certain reviews and to
provide certain reports; allowing for an audit
procedure by the Comptroller; authorizing the Board of
Public Works to promulgate rules and regulations to
administer this Act; requiring a report by the
Department of Budget and Fiscal Planning on the
administration and effectiveness of the Emergency
Assistance Trust Fund program by a certain date;
authorizing an annual appropriation for certain
purposes of the Maryland State Firemen's Association
other than for emergency assistance; providing that
certain provisions of this Act are of no effect and may
not be enforced after July 1, 1984; and generally
relating to State assistance for volunteer fire
fighters and rescue squadmen.
