SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows;

Article 38A - Fires and Investigations

44,

(A)  The sum of not less than $55,000 shall be included
in the State budget each year for the purposes set forth in
§§ 42, 43 and 45 of this article. These sums shall be
administered and expended by the board of trustees of the
Maryland State Firemen's Association.

(B)  THE MARYLAND STATE FIREMEN'S ASSOCIATION MAY NOT
USE THE APPROPRIATION AUTHORIZED BY THIS SECTION FOR
ADMINISTRATIVE COSTS.

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s)
46 of Article 38A - Fires and Investigations, of the
Annotated Code of Maryland be repealed.

SECTION 3. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland read(s) as follows:

VOLUNTEER COMPANY EMERGENCY TRUST FUND

46.

(A) (1) THERE IS AN EMERGENCY ASSISTANCE TRUST FUND TO
ASSURE ADEQUATE FIRE PROTECTION AND RESCUE SERVICES FOR THE
PEOPLE OF THIS STATE. AFTER CONSULTATION WITH THE MARYLAND
STATE FIREMEN'S ASSOCIATION, THE GOVERNOR IS AUTHORIZED TO
INCLUDE AN AMOUNT IN THE STATE BUDGET EACH YEAR FOR THE
PURPOSES SET FORTH IN THIS SECTION.

(2) THE MARYLAND STATE FIREMEN'S ASSOCIATION
SHALL ADMINISTER THE TRUST FUNDS IN ACCORDANCE WITH LAW AND
PURSUANT TO PROCEDURES ESTABLISHED IN ITS BYLAWS WHICH SHALL
REQUIRE THAT THE USE OF TRUST FUNDS MUST BE APPROVED BY A
