(1)  An increasing number of individuals in the State
are homeless and lack proper nutrition AND ADEQUATE SERVICES;

(2)  Current State-operated programs do not adequately
address these problems; and

(3)  As a result, there is a lack of quality emergency
public and private [housing and nutrition] HOUSING, NUTRITION,
AND SERVICE programs available for these individuals.

132.

(a)   In this subtitle the following words have the meanings
indicated.

(b)  (1) "Homeless individual" means an individual who:

(i) Is in need of housing or emergency shelter
and proper nutrition;

(ii) Cannot be placed immediately in other
available [housing and nutrition] HOUSING, NUTRITION, AND SERVICE
programs; and

(iii) Is a resident of the State at the time
the application for housing is made.

[(2) "Homeless individual" does not include an
individual seeking shelter as part of the Department of Health
and Mental Hygiene's discharge service plan.

(3) "Nutrition program" means an on-site emergency
feeding service.]

(2) "SHELTER, NUTRITION, AND SERVICE PROGRAM" MEANS
AN INTAKE FACILITY THAT OFFERS AND PROVIDES CRISIS FACILITIES OR
PROGRAMS THAT OFFER AND PROVIDE SERVICES OF FOOD OR SHELTER AND
MAY INCLUDE LINKAGE TO MULTIPLE SERVICE COMPONENTS, CENTRALIZED
DECISION MAKING REGARDING PLACEMENT, CASE MANAGEMENT,
TRANSPORTATION, AND FOLLOW-UP SERVICES FOR HOMELESS INDIVIDUALS.

133.

(a) [(1)] The [Secretary of the Department of Human
Resources is authorized to] GOVERNOR SHALL IS AUTHORIZED TO
establish a [shelter and nutrition] SHELTER, NUTRITION, AND
SERVICE program for homeless individuals.

[(2)] (B) The purpose of this program is to provide
[temporary shelter and proper nutrition to homeless individuals
for not more than 8 consecutive weeks, subject to a maximum of 3
one-week extensions.] CRISIS AND TRANSITION SHELTER, PROPER
NUTRITION, AND ADEQUATE SERVICES TO HOMELESS INDIVIDUALS.

[(b) The Department of Human Resources shall:
