(2) The local jurisdiction shall promptly issue the
statewide licensee a local license to engage in electrical
contracting on payment of any licensing fee as prescribed by the
local jurisdiction.

(h) The money received under this section shall be paid to
the State Treasurer and shall become general funds of the State.
The money shall thereafter be disbursed by the Comptroller
pursuant only to an appropriation made in accordance with §§ 32
and 52 of Article III of the Constitution or under §§ 1 through
15, inclusive, of Article 15A of this Code, [title "Budget and
Procurement",] SUBTITLED "BUDGETARY ADMINISTRATION", as amended.
Article 64A - Merit System
9F.
Any contractual employee of the bookshop of Towson State
[College] UNIVERSITY who has had as of July 1, 1971, continuous,
full-time, satisfactory service for a period equivalent to that
required to complete a probationary period in the classified
service shall be adopted into the merit system under this article
without further examination or qualification. An employee
adopted into the State merit system pursuant to this section
shall be given credit for the years of service rendered as a
contractual employee of the bookshop of Towson State [College]
UNIVERSITY for the purpose of establishing (1) compensation rates
including increments, and (2) the basic rates for annual leave
and sick leave credit earnings provided under this article. An
employee who has been included into the State merit system under
this section shall not receive any diminution in compensation
(based on the employee's salary as of the date of adoption)
solely as a result of such inclusion. Neither shall there be any
diminution in respective amounts of accumulated annual leave and
sick leave credited to each such employee at the time of such
inclusion.

(f) The Secretary of Personnel periodically shall audit a
sample of instances of contractual employment in the various
agencies of the executive to determine whether justification
exists for continuation of the certification required under
subsection (b); and to determine whether the guidelines required
by subsection [(d)] (E) have been followed.
(g) If, as the result of an audit pursuant to subsection
[(e)] (F), the Secretary determines that the services being
performed by a contractual employee should be performed by an
employee in the classified service, he shall refuse to renew the
certificate issued under subsection (b); and he shall recommend
to the Department of Budget and Fiscal Planning that a classified
position be established.
