(h) If, as the result of an audit pursuant to subsection
[(e)] (F), the Secretary determines that the guidelines required
under subsection [(d)] (E) have not been followed, he shall
advise the contracting authority as to the nature of the
deviation from the guidelines, and he shall suggest to the
contracting authority alternate methods or criteria which would
have resulted in compliance with the guidelines.

(j) The Secretary of Personnel shall include the following
information in the annual reports required by Section 10 of this
article:

(1)  A summary by department of all certificates
issued pursuant to subsection (b) during the previous fiscal
year;

(2)  A summary of the results of audits undertaken
pursuant to subsection 1(e)] (F) during the previous fiscal year;

(3)  A detailed report of any actions taken under
subsections [(f) and (g)] (G) AND (H) during the previous fiscal
year; and

(4)  A listing of any exemptions granted under
subsection [(h)] (I) during the previous fiscal year.

Article 74 - Pilots

1.

(a) There is a Board of Examiners of Maryland Pilots. The
Board shall be part of the Department of Licensing and
Regulation. It shall consist of 9 members appointed by the
Governor, including:

(1)  The Secretary of Licensing and Regulation or a
designee of the Secretary; and

(2)  8 APPOINTED members, APPOINTED BY THE GOVERNOR
with the advice of the Secretary of Licensing and Regulation, of
whom:

(i) 4 shall be licensed or retired pilots with
at least 5 years' experience;

(ii) 2 shall be members of the steamship
industry who actively employ pilots; and

(iii) 2 shall be consumers from the general
public.

[(c)] (B) The following members of the Board may not have
any past or present employment or interest with or for the
shipping or maritime industry:
