       I hereby certify that the bearer hereof a dark
       mulatto man who calls himself samuel
       B^e^all J.r about twenty one years of age with
       no percevable mark or scar excepting a
       Small one on the right side of his
       forehead and about five feet seven and an
       half inches high is a free man being the
       descendant of Nesan Beall a free woman
       of colour

                                  Given under my hand and
                                  seal of office this tenth day
          (Seal)               of September in the year
                                  of our Lord one thousand
                                  eight hundred and nineteen
