EXECUTIVE ORDER OF DECEMBER 23, 1987

CHILD DAY CARE COORDINATOR

WHEREAS, The number of women entering the work force has
increased dramatically in recent years;

WHEREAS, Child day care resources have not kept pace with the
demand;

WHEREAS, The availability of quality child day care is a key
factor in developing a stable and productive workforce;

WHEREAS, The availability of quality child day care can lead to
lower rates of employee absenteeism and tardiness, and
increased morale and productivity among the workforce;

WHEREAS, Child day care has become an important business factor
in attracting and retaining employees, especially with
critical shortage professions such as nurses;

WHEREAS, Traditionally parents, child care providers, and
government have been the primary partners in the child day
care system;

WHEREAS, In the next decade the workforce dependency on available
child day care programs will only increase which
necessitates the involvement of the private sector;

WHEREAS, The availability of child day care will enhance
Maryland's competitiveness to attract and maintain economic
development opportunities in this State;

WHEREAS, Presently there are overlapping child care regulatory
functions assigned to the Department of Human Resources,
Health and Mental Hygiene, Education, and Economic and
Employment Development;

WHEREAS, These overlapping functions have resulted in confusion
and poor utilization of resources among the Departments;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING ORDER:

Child Day Care Coordinator.

A.  There is a Child Day Care Coordinator created within the
Office for Children and Youth.

B.  The Coordinator shall be responsible for:
