It is the intent of the General

Assembly that no funds for

personal services contracts be
expended by the Office of the
Secretary unless, in accordance
with the procurement laws, the
contract has been presented to
the Board of Public Works for
approval prior to initiation. It
is also the intent of the General
Assembly that the Office of the
Secretary not expend any funds
except to the extent approved in
the fiscal 1990 budget.
