(1995 Replacement Volume)

Preamble

WHEREAS, The Patuxent River Commission was established by the Patuxent
River Watershed Act of 1980; and

WHEREAS, In 1984, the 7 counties in the Patuxent Watershed and the General
Assembly adopted the Patuxent River Policy Plan which was developed by the Patuxent
River Commission; and

WHEREAS, The 1992 amendments to the Chesapeake Bay Agreement
established the Chesapeake Bay Tributary Strategies; and

WHEREAS, The Patuxent Watershed is one of the State of Maryland's 10
designated tributaries, and has often been a model for Maryland's Chesapeake Bay
Program activities; and

WHEREAS, In September, 1993, the 23 counties of the State and Baltimore City
signed the Maryland Chesapeake Bay Partnership Agreement, which articulates their
commitment to the Tributary Strategies; and

WHEREAS, Maryland is developing Tributary Strategy Implementation Teams
for each of the 10 designated tributaries, including the Patuxent Watershed; and

WHEREAS, The Patuxent River Commission's mission and duties are broadly
stated and encompass the basic mission of the Tributary Strategy for the Patuxent
Watershed; and

WHEREAS, The Patuxent River Commission has successfully addressed many
management issues over the past 15 years in the Patuxent Watershed; and

WHEREAS, The Patuxent River Commission has overseen the Patuxent
Watershed Demonstration Project for 3 years which represents significant State and local
effort in developing management strategies for the Patuxent Watershed; and

WHEREAS, Efficient and effective government is a goal of the State and local
governments in the Patuxent Watershed; and

WHEREAS, An expanded Patuxent River Commission representing the diverse
interests within the Patuxent Watershed will be able to effectively act as the Tributary
Strategy Implementation Team for the Patuxent Watershed; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 5-814 of Article - State Finance and Procurement of the
Annotated Code of Maryland be repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:
