Convention closes and the Constitution is signed, the State

2

of Maryland moves closer to its goal of a more effective

3

and responsible government to serve her citizens.

4

Today's ceremony, however, represents more than

5

the culmination of this Convention's work. The signing of

6

this document is the most significant step yet made in a

7

series of steps toward a new Constitution for Maryland. I

8

am pleased indeed that as Governor of this State, in June

9

of 1965, I had the foresignt to appoint a non-partisan

10

study commission whose duty it was, as stated, "to conduct

11

an inquiry into the necessity for, and extent and nature

12

of, any amendment, modification or revision of the Consti-

13

tution of Maryland, with particular respect to whether a

14

Constitutional Convention should be held, the procedures

15

for calling such a Convention, the basis for representation

16

at the Convention and the procedures for the election of

17

delegates thereto."

As I have previously said, I am pleased to have

19

played a part in the establishment of the Commission, and

20

may I add that I consider the acceptance of the Chairmanship

21

of that Commission by the distinguished Baltimore lawyer,
