sisting of three members of the Senate and four members of
the House of Delegates, to visit and examine into the condi-
tion of the Maryland Penitentiary. We have appointed on
the part of the House, Messrs. Blake, Baldwin, of Harford,
Lankford and Shipley.

On motion of Mr. Webb,

The House, at one o'clock, P. M., took a recess for twenty
minutes.

At one o'clock and twenty minutes, P. M., the House re-
sumed the consideration of the business of the session.

The Secretary of the Senate delivered the following Mes-
sage :

BY THE SENATE,

January 6, 1870.

Gentlemen of the House of Delegates :

We have received your message, informing us of the organ-
ization of your Honorable Body. The Senate has organized
by the election of Hon. Barnes Compton, President, and the
appointment of Augustus Gassaway as Secretary. We are
now ready to proceed with the business of the session, and
concur with your Honorable Body in the appointment of a
Joint Committee to wait upon His Excellency the Governor,
and inform him that the General Assembly is prepared to re-
ceive any communication he may be pleased to make. We
have appointed on the part of the Senate Messrs. Earle and
Henkle.

Gentlemen of the House of Delegates:

We propose, with your concurrence, the appointment of
the Joint Standing Committee of the Senate and House of
Delegates, as is required to be appointed by the twenty-fourth
Section of the third Article of the Constitution, who shall have
power to send for persons, and examine them on oath, aad
call for all public or official papers and records, and whose
