WHEREAS, under the provisions of the said section

of the said article, if the said intestate left no rela-

of said deceased, shall pay over the whole surplus of

said estate to the Board of County School Commis-

sioners of Howard county; provided, no relations

SEC. 2. And be it enacted. That if any legal repre-

sentative shall appear after payment has been made,
